International Court To Police Global Warming Proposed

The more things change... the more they become absurd. With all the Global Warming Kool-Aid being drunk by the truckload by many over a "phenomenon" that has little to no basis in fact, this now comes as no surprise. An article in the UK Telegraph entitled "Lawyers Call For International Court For The Environment", details the calls and plans to implement a court like The Hague in enforcing environmental agreements. Uhh... question... then what the heck is the Hague for then?
How is it that "environmental law" by treaty warrant such special treatment? How are existing treaties enforced? It is my understanding, and correct me if I'm wrong to those with a J.D. in international law... that treaties carry the weight of law in the countries that sign them. Now if a treaty is a lawful document, then wouldn't its enforcement be done through bodies like The Hague? If so... then what the heck is the neccessity for this? Probably a lower burden of proof and usurpation of national sovereignty.
